testing results, received Royal Assent and therefore immediately came into force on May 4. However, the federal Minister of Justice has indicated that the government will forward a reference to the Supreme Court of Canada (SCC) on the constitutionality of the Bill which, if the SCC is in agreement, would carve out the insurance aspects from the legislation for the provinces to deal with. c Both the Prime Minister and Minister of Justice expressed concerns with the constitutionality of the Bill. In addition, four provinces – British Columbia, Manitoba, Saskatchewan and Quebec – have written to the federal government objecting to Bill S-201 on the grounds of its intrusion into provincial jurisdiction. c In January 2017, the industry made a public commitment that insurers will not request genetic testing results for any life insurance policy up to and including $250,000, effective January 1, 2018. The industry will be proactively engaging with the provinces in order to position the Industry Code as the appropriate solution to this issue going forward. Infrastructure Promotion c The 2017 federal budget committed to accelerating the creation of an Infrastructure Bank and to begin the process to identify its CEO and Board Chair. The stated objective is to have the Infrastructure Bank operational in late 2017 and to have funding flowing in 2017-18. c While there remain many unanswered questions on how the new Infrastructure Bank will work, the CLHIA has been and will continue to be active in maintaining a dialogue with the government on infrastructure and promoting how the industry can play a key role. To this end, the CLHIA has held several meetings with both Infrastructure Canada and the federal Department of Finance to raise awareness of the industry's interest and appetite to do more in this area. This was also a key issue for the April 11, 2017 industry Advocacy Day in which meetings were held with the Minister of Infrastructure and Communities, the Deputy Minister of Finance and Members of Parliament. Prescription Drug Policy c The CLHIA has continued to deepen its relationships with all levels of government and to advocate for measures to reduce the price of drugs in Canada so that they are more in line with international prices.
